Tip Off - Let's get rid of it! All it does is dictate who gets the ball at the other quarters. In addition the referees can't throw the ball up properly. Toss a coin or give the away team the choice and start at the sideline.
Coach Techncals - The penalty for these should go back to two shots and possession. Player technicals were change to one shot and possession because the player is also charged a personal foul. At the moment a coach technical is penalised less than a player technical.
Teams warned for flopping - Why are teams permitted a warning? The rule is there. Teams know the rules. Why warn them?
Team size - Reduce back to 10. Immediately you reduce potential team fouls by 10. Players would be less likely (probably not a lot) to foul defending the fast break.
Generally basketball rules are very good. They have constantly adjusted them to improve the game (unlike football whih burys it's head in the sand). The above are a few minor points that I consider irritations. Finally one radical suggestion for discussion.
Limit players to 3 fouls per half - This might work better than you think. It would remove some indiscriminate fouling when players have fouls to give. It give players one extra foul in theory, but that would mean they foul out of each half! Just a thought for discussion!

What I liked about tip offs was watching Kieron Achara at 6'9" or whatever he is getting beat at the the top off every time.
Team sizes; I'd let finances sort that. Maybe a wage cap but I'm sure the government set that at the moment unfortunately.
Warned for flopping; that's down to the refs man management abilities. It's not a problem in uk basketball that I've seen.
If coaches technicals are going to punished As you say then you're gonna see a lot of coaches go Rob P or Rob P coach the games by Skype from home cause he is permanent banned from the sidelines.
As for 3 fouls a half. What if a player gets 2 in one half and another gets none but in the second half the first player gets 2 but the other gets 3. Thy would mean the guy on less fouls would be punished more for getting the same amount of fouls.

Why warn for flopping? Why warn at all for any rules as you say rules are rules...
How many times do you see a coach have one last warning before they do receive a T if at all.

I would make fouls when in the penalty give at least 3 free throws. It seems at the end of a close match you're generally better off fouling as the other team can only realistically score 2 points, whereas in open play they might have scored 3. Obviously you get the ball back quicker too, but I would like to see less fouls for this reason at the end of the matches, if teams were to give away 3 free throws I think they'd be a lot less likely to do it. Most players would score an average 2 points when they were fouled this way.

Tip Off - The arrow is probably the worst rule in basketball, bring back all jump balls and the refs would be better at throwing, because they'd do it more regularly

Teams warned for flopping - There is a rule it says..... (Rule 36.1.4.) The official may prevent technical fouls by giving warnings.....unless there is repetition of the same infraction after the warning. [This also applys to why coaches get warnings]
Team size - Apart from Leicester, who has more than 10? Even in Leicester's case it's not like 11 and 12 are getting on court and running up fouls

For the last minute of the game only, give the team in possession the option of either taking free throws or sideline possession when fouled, when opponents are on/over 5 fouls in the quarter.
What percentage of teams do you think would opt to decline free throws and try to keep possession?
